IDEAL is a programme implemented in seven countries facing fragility or conflict: Burundi, Mali, Palestine, Rwanda, Somaliland, South Sudan and Uganda. Local governments play a key role in supporting the resilience of their communities against instability and fragility. The basic services local governments provide and the policies they develop have a direct effect on the lives of citizens. IDEAL works on involving citizens, including in particular marginalized groups, in local decision-making in order to ensure their needs and opinions are reflected. This will in first instance improve local governance and the quality of basic services, and in the long-term increase security, reduce poverty, and lead to sustainable social and economic development.
Given our previous experience in working with VNG International on implementing several interventions under the remit of the Inclusive Decisions at Local Level (IDEAL) Programme, Dimensions Consulting is abreast of its overall objectives and key priorities: to build staff capacities and leadership in Local Economic Development (LED), targeting Palestinian municipalities, the Ministry of Local Government (MoLG), Municipal Development and Lending Fund (MDLF) and the Association of Palestinian Local Authorities (APLA). Dimensions believes that this is a crucial outcome of the Programme, in light of limited LED experiences at local government sector stakeholders. It is a critical need that stakeholders acquire a comprehensive and unified understanding of LED planning, policies, projects and synergies with other municipal interventions.
The municipalities Dura, El-Bireh, Jericho, Qalqilya, and Ramallah, known as the Leading-5, are currently reformulating their Local Economic Development (LED) strategies with the support of the Inclusive Decisions at Local Level (IDEAL) programme that is implemented by VNG International. The goal is to develop annual cycle of identifying, selecting, promoting and, finally, implementing community sourced and private sector led initiatives, so called Community Driven Initiatives (CDI).
Under this contract and scope, Dimensions Consulting will work closely with the leading 5 municipalities in order to provide technical assistance by guiding, advising and coaching LED-Unit staff and will also co-develop with each of the Leading-5 municipalities a Business Case per short-listed CDI.
The Business Cases will serve as a leading tools to identify and converse with potential private sector investors, stipulating required investments and potential revenues of the CDI as well as foreseen division of responsibilities and tasks between the public sector (municipality) and the private sector (investor).
